he is about 2 feet long, maybe 16 inches tall, mediun length hair, face like benji, gray and white, curled tail is long hair, king of bug eyes, almost like a pug, and sort of looks like an english sheepdog...

The only smaller breeds I can think of that look a bit like an Old English Sheepdog is a Havanese, Bearded Collie (although they are bigger than 16in), Petite Basset Griffon Vendeen (although they are longer).
