time is the only thing. I have poodles, and it's the same thing with them. don't let her see that you're sad, the mood is catching. just keep telling her how beautiful she is, and say it in a way that she'll believe it.
I would recommend a new groomer, and discuss carefully with them your expectations from them.. it's also up to you to keep her brushed properly. if she was terribly matted, that may have been the only thing that groomer could do with her.

Why did she get shaved down? I groom, and many dogs come in so matted that shaving them down is the only choice. If you want her to have long hair again, you can bring her in much more often for bath and brush services between grooms. Even if you do this, you still will have to brush and comb her at home, at least every other day to prevent mats from forming.
The coat will grow back as fast as you allow it to. Meaning you have to keep it tangle free so that the mats don't end up having to be cut off.

Hi, I think I can help you here, I show Afghan Hounds and am a groomer. I've had to grow back many a coat!
While your little dog's hair is still short, get a slicker brush, a metal pet comb and a spray bottle with water in it.
Every day or every other day, spritz her with a little water, not wet, just a little damp, brusher out with the slicker, pay special attention to around her legs, chest, ears, and behind her ears. Then take your comb and run it over her entire body, if it catches a snag, brush it, then check with your comb again. You want to get her to enjoy being brushed while it's short, so that you can maintain it as it grows.
Bathe her every week, or two weeks, depending on how dirty she gets, but, not more often except in emergency.
Use an oatmeal shampoo and a good remoisturizing conditioner, that are formulated for dogs, each time you bathe her. On bath day, after she is dry, make sure you brush and comb her out comletely or matts will begin to set up.
It should only take 7 or 8 months to grow her back out with this method, and about a year to get her to full show coat.
