he's skinny, his hair is falling, wounds all over,paranoid, thousands of fleas, I cannot take him to the vet because pitbulls are illegal in Miami and they'll take it away from me also I cannot take him out of my house because people will assume that I'm putting him to fight please help

Start with a high protein diet to fatten him up and some raw eggs, they have amino acids to help the coat. Monitor his stool to make sure he is going enough and it is "normal" and make sure that he is staying hydrated. Go get him some flea shampoo and bathe him, might take a couple of times but also you are probably gonna have to bug bomb your house! Take him on a car ride or to a friends for a few hours while you do it.
Just love him, it will come back to him that you are a good owner. Poor guy, I feel horrible for him and what a horrible person to do that to a dog! Sorry you can't take him to a vet, they are beautiful dogs and it's sad they are illegal. Good luck to both of you, I hope he is ok.

First, what kind of wounds are we talking about? Skin sores, injuries, abuse? Whatever they are, treat them first. Second, get some flea dip, bathe him really good (after the wounds have healed a bit) and dip him well. Find where the fleas came from (if your backyard, go to Home Depot and get the yard treatment stuff). A flea collar would be good too. All this time, work on his diet and give him lots of care, cuddling, touch, etc.
Offhand I'd say she didn't just neglect him, she abused him. Confront her with it; skinny and hair falling out is nutrition. Fleas happen to the best of dogs, but the wounds indicate something else and the change in attitude definitely points to abuse.
No way would I stay with a woman who wasn't kind to animals, especially my own dog.

First things first - treat him for the fleas. You need to get an accurate weight on him now and get him either Frontline plus or Advantix to get rid of the fleas. In three days, bathe him in an oatmeal shampoo to relieve any itching or tenderness from him scratching because of the fleas. Allopecia (hair loss) is common in flea infested dogs, so the hair issue will clear itself up when you get the flea issue taken care of. Might take a few months for his hair to come back to what it was. The wounds I am assuming is because of him scratching. Anything deeper than a surface lac needs to be treated by a vet. His paranoia will fade in time if you give him structure, discipline, exercise, and some attention.
If Pits are illegal in Miami, I suggest you rehome him ASAP before he is confiscated off of you and euthanized. He shouldn't have to pay because you can't follow the law.
