Do female Chihuahuas smell bad and loose their hair when in heat?

I have a 15 month old Chihuahua and she smells really bad and is beginning to loose her hair, she doesn't have any discharge but, I'm starting to wonder if she's in heat because I saw her trying to hump another dog that happens to be a female chihuahua. She's never had a period but, her private does get swollen when she's in heat. She's only been in heat once before (I think) and I never noticed her bleeding like my other dog does (not a Chihuahua).

She could have had a silent heat. They have all the signs without the blood but are in heat. Dogs (females) don't have periods they are in heat, (same thing as a woman's period). You may not see any discharge, but that could be the order you're experiencing. To make sure have your vet check her out. This does sound like her second heat, the timing is right too.
