I have a 12-month old male miniature poodle. Lately, he has been walking, and suddenly sitting, and with a little coaxing walks to where he needs to be, then immediately sits. Example of this, after taking a shower, I'm heading to my bedroom which is right across the hallway, and he follows, stops right in front of the door, behind a wall. I think he is having an accident, go to see, and he is just sitting. I call him, he comes, Goes in my room, and sits. I call him to the bed, he jumps on the bed, and sits. He doesn't do this all the time, but quite often for the past three days. Also, I noticed he is biting at his penis frequentley, and I've checked him out a few times, and 2/3 times his penis is red at the tip.
I first started noticing this three days ago when I gave him a facial haircut, and decided to tidy up his genitals to keep the pee from getting in the hair, and I noticed something strange about his penis, but couldn't quite put my finger on it, and now this. Details..

My best guess would be that the freshly trimmed hair around his penis was irritating him, so he tried relieving the itch and caused an infection.
Had a dog that would lick her paws after getting the fur trimmed, which would cause the skin underneath to become irritated and red. The vet had to prescribe cream to clear up the infection her saliva caused. Apparently, when dogs lick any area too much, the saliva begins breaking down the skin cells...
Either way, I would call the vet in the morning.

you might have razor burned the tip when you did the sanitary trim. If it was stuck out at all at hte time. I would definetly take him to the vet

he has a bladder or kidney infection and is needing to see the vet. have the doc check the anal glands too. certain soaps and floor cleaners can be the cause.
